Brazil Splits AI Supercomputer Projects Between Chinese and US Firms

Brazil's government has announced investments of about 2.3 billion reais ($444.2 million) to expand its artificial intelligence ecosystem, with major projects involving both Chinese and US technology companies.

The investment plan highlights Brazil's effort to strengthen its domestic technology capabilities while maintaining strategic relationships with both China and the United States.

More than half of the funding, around 1.3 billion reais, will support a supercomputing infrastructure project in Rio de Janeiro developed in partnership with Chinese technology companies Huawei Technologies and iFlytek.

The system is expected to support the development of large language models for general and industry-specific applications.

Brazil Plans Powerful AI Supercomputer

Around 1 billion reais will be allocated through a tender to develop another supercomputer that Brazil expects to place among the world's 10 most powerful AI-processing machines.

The system will be installed in Rio Grande do Norte in northeastern Brazil, a location selected partly because of its energy-generation potential.

President Luiz Inacio Lula da Silva attended the announcement ceremony in the state.

Brazilian government officials have indicated that US chipmaker Nvidia is expected to win the tender. Science and Technology Minister Luciana Santos previously said Nvidia was expected to supply the technology.

Brazil Seeks Technology Independence

Lula's government said the strategy is designed to prevent Brazil from becoming dependent on a single company, technology or country.

Officials said the investments are intended to strengthen Brazil's control over data and improve technological sovereignty.

The projects will be financed through Brazil's National Fund for Scientific and Technological Development, with funding released in stages.

The government expects the new supercomputer to begin operating by the end of next year, while cooperation with the Chinese companies is scheduled to begin in July 2027.

Balancing Relations With China and US

Brazil's AI strategy comes as the country seeks to balance its relationships with two major global powers.

China has become Brazil's largest trading partner and has expanded its role in the country's technology and industrial sectors. At the same time, the United States remains the largest source of foreign direct investment in Brazil.

Washington has also recently imposed additional tariffs on Brazilian goods, adding another layer to relations between the two countries.

Lula has repeatedly promoted strategic autonomy for Brazil, arguing that the country should develop stronger domestic capabilities rather than rely heavily on a single foreign partner.

Additional Technology Projects

Brazil also announced a partnership with Spain focused on semiconductor development using the open-source RISC-V architecture.

The government plans to establish a Brazilian cloud-computing service through public-private partnerships and create a national center focused on algorithmic transparency and trustworthy artificial intelligence.

The proposed center will be operated by the Federal University of Minas Gerais.

Together, the projects represent a major expansion of Brazil's AI infrastructure and reflect the government's effort to build domestic computing capacity while working with technology partners from multiple countries.
