India Lets Renewable Power Producers Pay to Keep Grid Connectivity After Delays

India’s power regulator has introduced a new measure allowing renewable energy developers to pay additional charges to retain their grid connectivity when projects face delays.

The Central Electricity Regulatory Commission has decided that clean energy producers will be able to seek additional time instead of automatically losing their rights to connect to the national transmission network.

The move is aimed at helping renewable energy projects that remain under development but have been delayed by land, financing or construction challenges.

Renewable Producers Face New Daily Charges

Under the new rules, developers will have to pay different charges depending on the reason for the delay.

Companies can pay 1,000 Indian rupees per megawatt per day to receive additional time for completing land-related requirements.

For delays in securing financing, developers can also receive additional time under the same daily charge.

Projects delayed in beginning commercial operations will face a higher charge of 3,000 rupees per megawatt per day.

The payments allow developers to retain their grid connectivity while they work to complete outstanding requirements.

Extra Time for Delayed Projects

The regulator has provided specific extensions for different stages of project development.

Developers can receive up to three additional months to complete land requirements, while financing-related delays can receive an extension of up to six months.

Projects that have been delayed in reaching commercial operation can receive as much as 12 additional months.

However, companies that fail to meet the extended deadlines could still lose their grid connectivity and associated bank guarantees.

Transmission Delays Affect Renewable Projects

Several renewable energy projects in India have faced delays because the required transmission infrastructure has not been completed.

Grid connectivity is a limited resource, and regulators have warned that projects holding transmission capacity without making sufficient progress can prevent other projects from using that capacity.

The new system is intended to balance the interests of developers with the need to ensure that valuable grid capacity is not blocked indefinitely.

Companies Seek More Time

The policy follows requests from several renewable energy companies seeking additional time for projects that were delayed but remained under development.

The regulator had previously begun issuing notices to some projects over potential cancellation of their grid connectivity.

Allowing developers to pay for additional time provides them with another opportunity to complete projects while giving the grid authorities a mechanism to discourage prolonged delays.

India Expands Clean Energy Capacity

India is pursuing an ambitious expansion of renewable and other non-fossil fuel energy sources.

The country currently has around 300 gigawatts of non-fossil fuel-based power capacity and is aiming to add roughly 500 gigawatts as part of its longer-term clean energy expansion.

Improving transmission infrastructure and ensuring efficient use of grid connectivity will be important as more solar, wind and other renewable projects are added to the electricity system.

Impact on India’s Renewable Energy Sector

The new rules could provide greater flexibility to renewable energy developers facing unavoidable project delays.

At the same time, the daily charges create a financial incentive for companies to complete land acquisition, financing and construction within the extended deadlines.

The policy could help prevent viable renewable projects from losing valuable grid access while ensuring that developers cannot hold transmission capacity indefinitely without progress.
