Russia has warned that additional US sanctions could make efforts to reach a peace settlement in Ukraine more difficult. Kremlin spokesman Dmitry Peskov said Moscow was monitoring the sanctions bill passed by the US House of Representatives and described further sanctions as an unfriendly action.
Peskov said new economic restrictions from Washington would complicate efforts to find a peaceful settlement in Ukraine. His comments came after the US House approved a broad sanctions package targeting Russia.
The US House of Representatives passed the sanctions and tariff bill on September 16, sending it to President Donald Trump for consideration. The legislation is designed to increase economic pressure on Russia over its war in Ukraine.
The bill targets Russia's energy and defence industries as well as oil tankers described as part of a “shadow fleet” used to avoid existing sanctions.
The legislation also gives Trump authority to impose tariffs of up to 100% on countries such as India and China in an effort to reduce their dependence on Russian oil and gas.
US-mediated efforts to end the war have made limited progress in recent months. The Kremlin's latest warning comes as Washington continues to explore diplomatic options involving Moscow and Kyiv.
Trump recently sent envoys to Moscow and Kyiv as part of efforts to restart discussions on ending the conflict, according to Reuters.
Russia's position is that additional economic pressure could make the diplomatic process more difficult. The statement reflects Moscow's response to the proposed US measures rather than a confirmed change in the status of peace negotiations.
The proposed measures focus heavily on Russia's energy sector, which provides an important source of government revenue.
The bill also targets defence-related activities and tankers accused of helping Russia move oil while avoiding existing restrictions. The stated purpose of these measures is to reduce Moscow's ability to generate revenue linked to the war.
The proposed legislation has implications beyond Russia. It authorises the US president to impose tariffs of up to 100% on countries that continue purchasing Russian oil and gas.
India has already warned Washington that possible tariffs linked to Russian oil purchases could affect bilateral relations. New Delhi has also said it intends to protect its energy security and economic interests.
China is another major buyer of Russian energy and could also be affected by the tariff provisions.
