Patriot Missile Supplies Depleted Worldwide as Ukraine and Middle East Wars Drive Demand

Patriot air defense systems have come under growing pressure as wars in Ukraine and the Middle East sharply increase demand for interceptor missiles.

First used during the 1991 Gulf War, the U.S.-made Patriot system has become one of the world's most advanced air defense platforms. Countries are now seeking additional interceptors as existing stocks decline after repeated use against ballistic missiles and other aerial threats.

Ukraine is urgently seeking more Patriot missiles to defend against Russian ballistic missile attacks, while fighting involving Iran has also consumed significant stocks held by the United States and Gulf countries.

What Is the Patriot Missile System?

Patriot stands for Phased Array Tracking Radar for Intercept on Target. It is a mobile surface-to-air missile defense system developed in the United States.

A standard Patriot battery includes radar equipment, command and control systems, launchers, a power unit and support vehicles.

Depending on the interceptor being used, the system can engage aircraft, cruise missiles and tactical ballistic missiles.

PAC-2 and PAC-3 Interceptors

Patriot systems use different types of interceptor missiles with different capabilities.

The older PAC-2 interceptor uses a blast-fragmentation warhead that detonates near the incoming target.

The more advanced PAC-3 family uses hit-to-kill technology, meaning the interceptor physically collides with the incoming missile or aircraft to destroy it.

Lockheed Martin produces the PAC-3 Missile Segment Enhancement, which is designed to counter longer-range ballistic missiles, cruise missiles and aircraft, with capabilities against some hypersonic threats.

A newer interceptor known as PAC-3 ACE has also been introduced with the aim of reducing costs while maintaining capabilities against several types of threats.

Patriot Has Proven Important in Ukraine

Patriot systems have become particularly important for Ukraine because of their ability to defend against ballistic missile attacks.

Ukraine has said its Patriot systems have intercepted numerous Russian targets, including ballistic missiles. In 2023, the United States confirmed that Ukraine had used Patriot to intercept a Russian Kinzhal missile, which Russia describes as hypersonic.

The systems are therefore considered highly valuable for protecting important cities, military installations and infrastructure.

Why Are Patriot Missile Stocks Falling?

Exact inventory figures remain classified, but defense analysts estimate that large quantities of Patriot interceptors have been used in recent conflicts.

U.S. stocks have been heavily affected by the war in Ukraine and the conflict involving Iran. Gulf countries have also used significant numbers of interceptors to defend against missile attacks.

European countries that supplied Patriot missiles to Ukraine have also had to consider their own defense requirements.

The result is a growing gap between the number of missiles being used and the speed at which new interceptors can be manufactured.

How Much Does a Patriot System Cost?

Patriot systems are among the most expensive air defense platforms available.

A newly produced Patriot battery can cost more than $1 billion, including the system and its missiles. Individual PAC-3 interceptors are estimated to cost around $4 million to $5 million each.

The high price and complex manufacturing process make rapidly replacing large numbers of used missiles difficult.

Countries Rush to Replenish Stocks

Several countries are now seeking additional Patriot interceptors to rebuild their inventories.

The United States has approved the sale of thousands of interceptors to Bahrain, Kuwait, Qatar and the United Arab Emirates.

Washington is also discussing options that could allow Ukraine to participate in the production of Patriot interceptor missiles, including manufacturing some components for assembly elsewhere in Europe.

Meanwhile, Lockheed Martin has received a major U.S. Army contract worth up to $58.6 billion for Patriot interceptor production.
