The Transport Commissioner of Jammu and Kashmir has issued a strict directive to all Assistant Regional Transport Officers (ARTOs) to take immediate action against the rising and unfair freight charges for apples. This step comes after complaints from fruit growers and traders that excessive transportation costs are affecting their profits and putting unnecessary financial pressure on the apple industry.
Rising Concerns Over Freight Charges
Apple cultivation is one of the most important industries in Jammu and Kashmir, supporting thousands of families and contributing significantly to the local economy. During the harvest season, large quantities of apples are transported from orchards to markets across the region and beyond. However, in recent weeks, transporters have been charging abnormally high rates for trucks carrying apples. Many growers and small traders have reported paying much more than usual, causing widespread concern in the horticulture sector.
The Transport Commissioner recognized the urgent need to regulate these charges to ensure fairness and protect the livelihoods of growers and traders.
Government Steps to Address the Issue
In response to these concerns, the Transport Commissioner has instructed all ARTOs to form special enforcement teams. These teams will patrol key fruit markets, inspect freight vehicles, and monitor the charges being collected by truck operators. The goal is to prevent overcharging and ensure that all transactions are fair and transparent.
Officials have been asked to focus on the following:
Conducting regular and surprise inspections at major apple markets to check for overcharging.
Ensuring that apple growers and traders are not harassed or forced to pay unfair rates.
Reporting daily on enforcement actions, complaints received, and corrective measures taken.
ARTO officers in different districts have been assigned responsibility for overseeing these inspections and taking prompt action whenever violations are found.
Support for Growers
Along with enforcing regulations, the government is also taking steps to make apple transportation easier and more affordable. The Jammu and Kashmir State Road Transport Corporation (SRTC) has been instructed to provide trucks for carrying apples. This measure is expected to help growers transport their produce at reasonable rates, especially from major markets such as Sopore and Shopian.
The Transport Commissioner has emphasized that the provision of SRTC trucks will be done in coordination with fruit market authorities to ensure smooth operations and timely delivery of apple consignments.
Clearing Stranded Trucks
Over the past few weeks, a large number of apple-laden trucks were delayed or stranded due to administrative and logistical challenges. In response, authorities have cleared more than 2,400 trucks to ensure that apples reach their destinations on time. The government has also opened key routes, including the Mughal Road and the Ramban corridor, to facilitate smooth transportation.
The Transport Commissioner reassured growers that these measures are temporary but effective in addressing immediate challenges. Officials are committed to monitoring freight charges closely throughout the harvest season.
Ensuring Long-Term Fairness
The government’s intervention demonstrates a commitment to protecting the horticulture sector and supporting the apple growers of Jammu and Kashmir. By regulating transport charges, providing logistical support, and monitoring compliance, authorities aim to maintain a fair and sustainable system that benefits both growers and traders.
Transport Commissioner officials stated that these efforts will continue until the end of the apple season, and any transporter found violating regulations will face strict penalties. Growers are encouraged to report any unfair practices directly to their local ARTO offices for immediate resolution.
With these measures, the Jammu and Kashmir administration is taking strong steps to safeguard the interests of apple growers and traders. By ensuring reasonable freight rates and providing government-supported transport, the authorities aim to strengthen the apple industry, protect farmers’ incomes, and support the overall economy of the region.
